It’s a requirement under Singapore Companies Act.
The purpose was simply for an effective 3rd party guidance to the company directors so they may run it diligently in compliance to regulations, conduct business properly, safely for all.
As to what the company secretary does, it depends on 1) experience, 2) knowledge and very importantly, 3) willingness to share it.
Not every company needs advice or know-how about related laws and regulations like MOM Employment Act or CPF/ PDPC related.

No, not necessarily. The law simply requires the company secretary of a private ltd company to be at least resident of Singapore.
Note the definition refers back to Directors duties and obligations to ensure secretary may give the right advice, have the requisite knowledge to assist them.
